The Press Service of the I. K. Akhunbaev Kyrgyz State Medical Academy was established in 2006 to maintain cooperation with the press services of relevant ministries and government agencies, as well as with editorial offices of print and electronic media, television, and radio. From the time of its establishment until 2009, the position of Press Secretary was held by S. I. Isakov, a member of the Union of Journalists of the Kyrgyz Republic. From 2009 until August 2021, A. Pazylov, a member of the Union of Journalists and Writers, worked at the Press Service.
The Press Service publishes the quarterly newspaper “Daryger”, with a circulation of 500 copies and a volume of 8 pages. The newspaper has been published since 2007. To date, 69 issues have been released and are printed at the Uchkun printing house. The composition of the editorial board of the multi-circulation newspaper, which includes representatives of the rectorate, faculty members, staff, and students, is approved by an order of the Rector of the Medical Academy. The newspaper is intended to cover the Academy’s activities, all significant events of the institution, and interesting facts from the field of medicine.
Currently, the main channels for information dissemination are social media platforms: Instagram, Facebook, VKontakte, YouTube, as well as the official website kgma.kg. The official website has been operating since 2009, and its design was updated in 2019.
The Press Service staff consists of two positions — a Press Secretary and a Photo and Video Specialist.
Since 2021 to the present day, Oskonalieva Raushan Ataybekovna has been serving as the Press Secretary of the I. K. Akhunbaev Kyrgyz State Medical Academy and the Editor-in-Chief of the newspaper “Daryger”. She has been working at KSMA since 2018. By education, she is a journalist and graduated from the Faculty of Journalism of the J. Balasagyn Kyrgyz National University.
Karabekova Symbat has been working as a Photo and Video Specialist since May 2025. By education, she is a pharmacist and graduated from the International Medical University. She also completed a course in Mobile Photography.
Regulation on the Information Policy of
the I. K. Akhunbaev Kyrgyz State Medical Academy
General Provisions
The Regulation on the Information Policy (hereinafter referred to as the “Regulation”) of the I. K. Akhunbaev Kyrgyz State Medical Academy (hereinafter referred to as KSMA) has been developed in accordance with the legislation of the Kyrgyz Republic, the Charter, and the Code of Ethics of KSMA.
This Regulation defines the principles and procedures for implementing the information policy of KSMA.
The provisions of this Regulation apply to all structural divisions of KSMA.
Amendments and additions to this Regulation shall be submitted for consideration by the Academic Council and approved by the Rector of KSMA.
Goals, Objectives, and Principles of the Information Policy of KSMA

The information policy of KSMA is aimed at the fullest possible satisfaction of the information needs of target audiences, as well as other persons interested in reliable information about KSMA; maintaining the level of KSMA’s business reputation; and forming public opinion favorable to the implementation of KSMA’s strategic objectives.

The main objectives of the information policy of KSMA are:

integration of the information space of KSMA, the scientific and educational community, and education governance bodies;
-
purposeful formation and maintenance of a positive image of KSMA;
-
protection and strengthening of KSMA’s reputation;
-
management of KSMA’s corporate communications.

The information policy of KSMA shall be based on the following principles:
-
Legality – KSMA conducts information activities in strict compliance with the legislation and regulatory acts of the Kyrgyz Republic;
-
Coordination of interaction – KSMA carries out information activities in coordination with the Ministry of Education and Science of the Kyrgyz Republic and the Ministry of Health of the Kyrgyz Republic;
-
Reliability – any person acting on behalf of KSMA shall disseminate reliable and verifiable information;
-
Openness and accessibility – timely provision of information about KSMA that is not subject to restricted access, in a format convenient for search, processing, and further use, including in the form of open data;
-
Promptness – KSMA is prepared to inform interested audiences within a short time frame about significant events and facts affecting their interests and the activities of KSMA;
-
Security – KSMA has the right to use all information protection methods permitted by the legislation of the Kyrgyz Republic, including protection of state, official, and commercial secrets.

All communications and actions carried out within the framework of this Regulation must comply with the legislation of the Kyrgyz Republic, generally accepted principles of business ethics, and relevant agreements with KSMA’s strategic and business partners.

KSMA reserves the right not to comment on rumors, speculation, and opinions that may harm the reputation of the Academy, third parties, organizations, or companies.
-
KSMA and its authorized representatives have the right to provide professional assessments and comments in accordance with the legislation of the Kyrgyz Republic.
Mechanisms for Implementing the Information Policy of KSMA

The information policy is implemented through broad public awareness of various aspects of KSMA’s activities via interaction with mass media, stakeholders, and target groups, as well as through corporate and online information sources (KSMA website, corporate publications, social media groups and communities).

Implementation of the information policy includes the following areas of activity:
-
organization of interaction with the Ministry of Education and Science of the Kyrgyz Republic, other government authorities, public organizations, business structures, and individuals on matters related to KSMA’s activities;
-
organization of contacts with media representatives (press conferences, briefings, seminars, hotlines, round tables, interviews, filming of news segments, responses to media inquiries, etc.);
-
preparation of publications about KSMA’s activities for print and electronic media;
-
production and distribution of informational and image-building products and presentation materials about KSMA;
-
participation in exhibitions and expos;
-
organization of corporate publications (newspapers, journals, digests, brochures, electronic and online publications) and their distribution among staff, applicants, students, and external audiences;
-
development of the corporate website of KSMA, including its intranet version;
-
creation and administration of official KSMA communities on social media platforms (VKontakte, Facebook, Instagram, etc.);
-
supervision of student media (newspapers, journals, video programs) and informational support of student and public communities of KSMA on social media;
-
organization of public opinion research about KSMA and use of its results to improve the information policy;
-
organization of internal corporate events, conferences, and seminars related to significant dates and events in the life of KSMA and the scientific and educational community;
-
protection against the publication of false and negative information about KSMA and neutralization of the consequences of negative publications (refutations, etc.);
-
information support of significant KSMA events (preparation and distribution of press releases, informational letters, publication of news materials and articles, etc.);
-
consulting KSMA employees on information and image policy issues;
-
support of interactions between KSMA employees and students with the media.

In the event of a media inquiry, in the absence of a previously agreed official statement on the subject, the KSMA units responsible for implementing the information policy must prepare a fact-based response to the media as quickly as possible.

Structural divisions of KSMA, regardless of internal subordination, are not entitled to refuse to provide available information requested by KSMA units responsible for implementing the information policy.

Refusal by structural divisions to provide information shall be considered a violation of this Regulation.
Disclosure of Information about KSMA

All information about KSMA’s activities is divided into:
-
mandatory disclosure information subject to disclosure in accordance with the legislation of the Kyrgyz Republic and KSMA’s obligations;
-
voluntary disclosure information that KSMA considers important for stakeholders and disseminates proactively through available communication channels;
-
information provided upon request, which is open information and may be provided upon request by authorized organizations and individuals;
-
restricted access information, including commercial, official, and state secrets, as well as other confidential information subject to mandatory confidentiality requirements.

The exclusive right to make official statements and communications on behalf of KSMA belongs to KSMA’s authorized spokespersons.
-
Authorized spokespersons of KSMA include:
-
the Rector;
-
Vice-Rectors — within their areas of responsibility.
-
If necessary, authorized spokespersons may involve heads of structural divisions and other KSMA employees in providing comments.
-
In cases where KSMA employees participate or plan to speak at conferences, symposiums, seminars, or expert meetings, texts (theses) of speeches containing information on financial, economic, operational activities, business strategy, or other significant facts must be approved by KSMA’s authorized spokespersons.
Distribution of Authority and Responsibility

The Academic Council of KSMA reviews and approves the Regulation on the Information Policy of KSMA, as well as amendments and additions thereto.
-
The Press Secretary of KSMA is the person responsible for implementing the information policy of KSMA.
-
The Press Secretary of KSMA:
-
makes decisions on information policy and corporate communications in coordination with the Rector and Vice-Rectors;
-
submits proposals to the Rector regarding the publication of corporate media;
-
coordinates information support of KSMA’s activities;
-
approves texts and design of printed, electronic, and audiovisual materials related to KSMA’s activities;
-
ensures timely content updates and supervises the operation of the KSMA corporate website;
-
coordinates public positioning of KSMA’s structural divisions and departments;
-
organizes training and professional development of employees responsible for information and public relations;
-
develops and approves methods for evaluating the effectiveness of KSMA’s public relations activities.

The structural unit responsible for implementing the information policy of KSMA is the KSMA Press Service, which:
-
develops and proposes amendments to this Regulation;
-
develops KSMA’s corporate identity;
-
interacts with media, expert and professional communities, and partners;
-
forms KSMA’s public position on issues related to its activities;
-
monitors publications in domestic and foreign media about KSMA;
-
monitors online information related to KSMA and higher education in the Kyrgyz Republic;
-
creates and distributes KSMA-related content on social media;
-
provides information support for events organized by KSMA;
-
receives information from KSMA management and structural divisions about significant decisions and events;
-
prepares and coordinates publications about KSMA with media representatives;
-
controls the use of KSMA’s logo and corporate style;
-
conducts photo and video coverage of significant KSMA events;
-
maintains documentation related to information policy and public disclosure.

Heads of structural divisions and departments:
-
provide information to the media only after coordination with the KSMA Press Service;
-
submit information on planned events at least five working days in advance;
-
conduct explanatory work with staff regarding ethical standards and legal responsibility under the Criminal Code and Constitution of the Kyrgyz Republic.
-
Heads of divisions, department chairs, and employees are prohibited from:
-
using social networks during working hours for non-work-related purposes (except professional networks);
-
engaging in political or ideological campaigning or commercial advertising on KSMA premises;
-
engaging in activities that undermine the moral and ethical status of a KSMA employee.

All KSMA employees must comply with the KSMA Code of Ethics and refrain from ill-considered public statements.

KSMA employees shall assist the Press Service in preparing publications and responding to media inquiries.
-
Responses to urgent media inquiries must be provided promptly (within two hours). If in-depth preparation is required, responses must be provided no later than six hours after receiving the request. Responses to non-urgent inquiries must be provided within two calendar days.

Responsibility for the quality and accuracy of the information provided rests with the employees who prepare it.
