In accordance with the Resolution of the Government of the Kyrgyz Republic № 958 of December 28, 2004 “On measures to create organizational and material conditions for the development of the state language” and in accordance with the Order of the KSMA rector Professor Indira Kudaibergenova, dated March 3, 2009, the Sector for the development of the state language was established.
The legal basis of the sector for the development of the state language is based on the Constitution of the Kyrgyz Republic, the Law “On the state language of the Kyrgyz Republic”, Decrees of the President of the Kyrgyz Republic and government resolutions
The sector for the development of the state language was created to develop the state language in KSMA, to disseminate and organize activities related to the development of the state language.
Sector under the leadership of the Vice-rector of the state language controls the implementation of activities in the state language and records management of all departments and divisions of KSMA.
In the sector for the development of the state language provides the following positions:
- Head of sector
- Linguist-expert
The first Head of the Sector was assigned Mamytov Askarbek, who worked in thje Sector for the period of 2009-2018..
Beginning from 1 March 2018, the Head of the Sector for the development of the state language is Sapargul Kurbanovna Naralieva
Since 2022, Arzykan Abdiraimovna Orozalieva has been appointed to the position of linguist-expert of the sector, who works to this day.
Since September 1, 2023, Beishenalieva Nargiza Ernisovna has been working as the head of the state language development sector.
The National Programme for the development of the state language and the improvement of language policy in the Kyrgyz Republic for 2014-2020 was developed in accordance with the Constitution and the laws of the Kyrgyz Republic “On the state language of the Kyrgyz Republic”. For the implementation of this programme the KSMA has set the following duties in 5 areas:
1.Learning the state language
2.Record keeping in the state language
3.Conduct of the state language in the field of science
4.To publish books in the state language
5.To hold cultural events in the state language
The Sector works in the abovementioned directions and contributes the organization of different events, meetings and scientific conferences in state language in the KSMA. Also it assists at conducting all official correspondence and record management of the KSMA documentations in state language. In addition, the Sector assists to translation of medical terminology to the state Kyrgyz language.
In pursuance of the decree of the President of the Kyrgyz Republic dated June 2, 2014 "On the national program for the development of the State language and improvement of language policy in the Kyrgyz Republic for 2014-2020", in September and October 2018, a seminar on record keeping in the state language was held at KSMA.
The seminar was conducted by Elvira Niyazbekova, Head of the State Language Department of Bishkek City Hall, senior lecturer at Kyrgyz-Turkish Manas University, author of the book "office work" K. Kulalieva on the state language of office work and Askarova, senior lecturer at the Simultaneous Translation Department, lectured on translation issues. The seminar was attended by employees of all structural divisions (150 people).
Those responsible for the state language of each structural unit of the medical Academy are in close contact with the sector and receive appropriate e-books, dictionaries and information on record keeping in the state language.
The language staff of the state language development sector conducts seminars and classes for the staff of the medical Academy on issues related to error management, record keeping in the state language and translation activities.
The staff of linguists at the State language development sector of the Medical Academy collects terms related to the records management of the medical Academy and holds weekly meetings in order to unify them.
In 2019, according to the "self-assessment indicator" of the Kyrgyztest system, the level of language knowledge of the staff of the medical academy was predictably determined.
In this regard, the following conclusion was made. A total of 995 employees were identified by the language proficiency indicator.
