In accordance with Resolution No. 958 of the Government of the Kyrgyz Republic dated December 28, 2004, “On Measures to Create Organizational and Material-Technical Conditions for the Development of the State Language,” by the order of the Rector of Kyrgyz State Medical Academy named after I. K. Akhunbaev, I.O. Kudaibergenova, the Sector for the Development of the State Language was established at the Academy on March 3, 2009.
The legal framework of the Sector’s activities is formed by the Constitution of the Kyrgyz Republic, the Law “On the State Language of the Kyrgyz Republic,” decrees of the President of the Kyrgyz Republic, resolutions of the Government, as well as orders of the Rector of KSMA. Compliance with these documents is supervised by the Vice-Rector for the State Language.
The Sector was created to promote and develop the state language at KSMA and to organize related activities. It coordinates the work of all departments and structural units of the Academy in conducting documentation and professional activities in the state language under the supervision of the Vice-Rector.
The following staff positions are предусмотрены in the Sector:
Head of the Sector;
Linguistic Expert (the position was introduced on the basis of Government Resolution No. 581 and KSMA Order No. 116 dated March 3, 2018).
By the Rector’s order dated March 3, 2009, Mamytov Arkarbek Zholborsbekovich was appointed Head of the Sector (2009–2018). From March 1, 2018 to 2023, the position was held by Naralieva Sapargul Kursanovna. Since 2024, the Head of the Sector has been Orozalieva Arzykan Abdiraimovna.
The position of Linguistic Expert was held by: Turar kyzy Zhanara (2017–2018), Asanova Elvira (2018–2019), since 2020 — Abdraev Almaz Beshkempirvich, and since September 2024 to the present — Baigesekova Inovat Abdimazhitovna.
The Strategy for the Development of the State Language is aimed at the systematic and phased implementation of language policy at the medical academy. The main objective of the strategy is to strengthen the status of the state language and ensure its full use in official documentation, educational, scientific, and administrative spheres.
At KSMA, the development of the state language is carried out in several areas:
Monitoring
An annual monitoring of the state of the state language is conducted among the faculty members, departments, and dean’s offices of KSMA.
The purpose of the monitoring is to assess the level of use of the state language, its activity in the educational process, the attitude of faculty and staff toward the language, and the availability of methodological materials.
Based on the collected data, proposals are developed, activities are planned, and concrete measures are taken to improve the Academy’s language policy. Monitoring also makes it possible to track progress and identify achievements.

Testing
From February 17 to 21, 2026, testing was conducted at the Center for Testing and Development of Clinical Skills of KSMA within the framework of the implementation of the Decree “National Spirit — Global Heights” and the state language development plan. The testing was organized by Kyrgyztest.
With the support of Rector Indira Orozobaevna Kudaibergenova, the testing expenses were covered by KSMA, and 811 employees underwent free assessment of their proficiency in the state language.
The event was organized at a high level and contributed to evaluating staff language competence and expanding the use of the state language.

Terminology Work
Several medical terminology dictionaries have been published at KSMA. Nevertheless, the issue of accurate translation and unified use of terms in the medical field remains relevant.
Due to the rapid development of science and medicine, new concepts and terms constantly emerge. Currently, work is underway on a new medical terminology dictionary that meets modern requirements and systematizes terminology. This dictionary will contribute to improving the quality of medical education in the state language and ensuring precise use of terms in professional practice.

Cultural and public events are organized by the Sector for the Development of the State Language and are aimed at enhancing the social prestige of the language and expanding its practical application.
These events strengthen employees’ skills in correct and fluent oral and written speech, improve language culture, and increase responsibility for language use.
Activities such as dictations, seminars, round tables, debates, and competitions promote the active use of the state language in professional settings.
1. Competition “Best Teacher Teaching in the State Language — 2025”A competition was organized at KSMA to expand the use of the state language as a medium of instruction and to improve the quality of education in the state language. The results were summarized on March 3, 2025, in celebration of State Flag Day.
According to the regulations, the competition consisted of three stages. Out of 63 departments, 11 teachers from 9 departments participated. The participants prepared syllabi and teaching materials in the state language, conducted classes, and shared their experience. At the third stage, each participant presented a report on the topic “Ways to Improve the Level of the State Language in Medicine.”
Rector I.O. Kudaibergenova supported the competition and established valuable prizes. According to the results:
- l First place — Abdyrasulova Farida Bolotbekovna (Department of Pharmacognosy and Pharmaceutical Chemistry) — laptop;
- l Second place — Abdybalieva Kanyshai (Department of Physics, Mathematics, Informatics and Computer Technologies) — tablet;
- l Third place — Zhangazieva Eliza Syrgatovna (Department of General Hygiene) — mobile phone.
All participants were awarded valuable prizes, certificates, and letters of appreciation from the Rector, as well as commendations from the National Commission on the State Language and Language Policy under the President of the Kyrgyz Republic.
The competition strengthened the status of the state language in the medical field and created real conditions for its active use in scientific and educational activities.





One of the important events included in the annual plan of the Sector is the Language Festival, which was held monthly among KSMA departments.
A jury panel was formed to evaluate performances. Participants were assessed based on their level of state language proficiency, content quality, relevance to the topic, creativity, staging quality, representation of national culture, and overall activity.
Departments actively participated in the festival, contributing to the development of language culture and the promotion of the state language.

3. Video Competition “Medicine in the Native Language!”A student video competition was organized at KSMA to expand the use of the Kyrgyz language in medical education and professional communication.
The competition encourages students to present medical information in Kyrgyz accurately, clearly, and creatively, thereby developing language culture and professional skills.
Main topics:
- l disease prevention (“Health Is in Your Hands”);
- l doctor–patient dialogue in Kyrgyz;
- l healthy lifestyle and health care.
The competition promotes the active use of the state language in the medical field and supports the development of students’ creative and professional abilities.

At the Department of the Kyrgyz Language of KSMA, Kyrgyz language courses (beginner and intermediate levels, as well as business documentation) are regularly conducted for faculty and staff.
Participants successfully complete the courses, improve their proficiency in the state language, and receive corresponding certificates. The courses provide in-depth knowledge and practical skills for the effective use of the state language in academic and professional activities.
