The controlling (planning and financial) department is a structural subdivision of the KSMA named after I.K. Akhunbaev, created to ensure the correct application of the current legislation regarding the conduct of financial and economic activities.

The objectives of the department are:

- Organization of an unified economic policy of KSMA based on the results of an analysis of the state and trends in the development of higher medical education;

-monitoring the targeted use of income and expense estimates.

​The main functions of the planning and financial department are:

-forecasting, analysis and organization of financial and economic activities of KSMA:

-determination of the number of teaching staff for the current year;

-development of calculations of the cost of training (price list of tariffs) for departments and all types of paid services provided at KSMA.

-analysis of the implementation of income and expense estimates for all sources of financing;

-timely and correct preparation of economically sound calculations for work (services) performed;

-drawing up and approving estimates of income and expenses of KSMA from all sources;

-compilation and approval of tariff lists for teaching staff, educational work and staffing schedule of the administrative department of the KSMA.

The Accounting and the Controlling (Planning and Financial) Department were created after the founding of Kyrgyz State Medical Institute. Chizh A.N. worked as the head of the planning and financial department since 1980, followed by Semenikhina V.I. and since 2003 Ivanova N.P.

In 2009, the Department of Financial and Economic Activities and Material Support was established. The management included 3 sectors: the economics and finance sector, the accounting and reporting sector, and the material support sector. Since 2009, A.R. Kazieva has worked as a head of this department.

In 2017, the department was transformed into the Department of Financial and Economic Work and Accounting, B.M. Tilenchiev worked as the head.

In 2022, the planning and financial department was re-established under the leadership of N.K. Baigazieva.

Since August 15, 2023, G.S. Mysakulova has been working as the head of the department.
