State-Private Partnership: Construction of the KSMA Academic Hospital
"Construction of an Academic Hospital at the I.K. Akhunbaev Kyrgyz State Medical Academy” Ministry of Health of the Kyrgyz Republic

In order to further qualitative development of the national system of higher medical education and high-quality training of medical specialists/graduates of KSMA, who own modern high technologies of diagnostics and treatment, as well as to ensure access of the population to specialized care and high-tech medical services, today, KSMA needs own University clinic.

 

A modern clinic providing access to patients for students and teaching staff should be equipped with the most advanced technologies, which will allow students at KSMA to accumulate sufficient clinical knowledge and practical skills. In addition, the population will have access to consulting and treatment services of highly qualified specialists, academicians, professors and doctors of medical sciences.

 

In 2018, KSMA applied to the Government of the Kyrgyz Republic with a letter of application for approval of the financing of the feasibility study for the PPP project “Construction of the I.K. Akhunbaev KSMA Academic Hospital in the Kyrgyz Republic”. The initiative was supported by the Ministry of Health of the Kyrgyz Republic and supported by the Chairman of the Committee on Social Issues, Education, Science, Culture and Health of the Parliament.

 

In 2018,10.10., representatives of the Korean delegation were familiarized with the project proposal of KSMA during their visit to the Kyrgyz Republic. The Korean government, represented by the Ministry of Land, Infrastructure and Transport (MOLIT), has decided to support the PPP project. The ministry submitted an application to the Korea Overseas Urban Infrastructure Development Corporation (KIND) to conduct a feasibility study and feasibility study.

 

The Korea Overseas Infrastructure and Urban Development Corporation (KIND) is a government subsidiary of the Ministry of Land, Infrastructure and Transport (MOLIT) that supports feasibility studies for Korean companies. After the funding was approved, KIND organized a tender for the procurement of consulting services.

 

In December 2018, the South Korean company Iljin Engineering & Construction proposed a feasibility study (FS) for the project “Construction of the I.K. Akhunbaev KSMA Academic Hospital in the Kyrgyz Republic”, and this company was selected as the beneficiary of the above-mentioned support from KIND.

KIND selected the following advisors for the feasibility study on a competitive basis:

In September 2019, the advisors submitted their final report to KIND.

DK Consultants with their consortium representatives was appointed as the feasibility study consultant for the project.

 

The following members of the consortium are consultants for the feasibility study:

- Consultants DK Consultants Co., Ltd - financing structuring and credit enhancement;

- KPMG Korea - financing modeling;

- SCL - technical consultant in medicine;

- Aum & Lee - architectural design;

- Yulchon - Legal Counsel;

- LLC “Medicamp” - Kyrgyz representative and local project partner.

 

The delegation of DK Consultants, headed by Director David Kim and members of the consortium, during the visit from April 22 to 26, 2019, met with representatives of the Ministry of Health of the Kyrgyz Republic, the PPP Center under the Ministry of Economy of the Kyrgyz Republic, and KSMA Administration. At the same time, there is a need to expand the KSMA working group with the inclusion of representatives of the Ministry of Health of the Kyrgyz Republic and the PPP Center under the Ministry of Economy of the Kyrgyz Republic. From the PPP Center, the working group includes:

- Head of Department Danilbekov U.D.

- senior expert Mombekov S.T.

         

          The next visit of DK Consultants with members of the consortium took place on June 26-27, 2019. The Korean side worked with the KSMA team on the development of project details (equipment, number of patients, type of departments).

 

         At the beginning of 2020, a roadmap was developed that set the timeline for the activities and laid down the expected results.

 

         In February 28, 2020, a Memorandum of Understanding was signed between the Ministry of Health of the Kyrgyz Republic and SCL Healthcare to promote the PPP project for the construction and operation of an academic hospital at the I.K. Akhunbaev Kyrgyz State Medical Academy.

 

          KSMA issued an order approving the proposal to initiate the PPP project “Construction and operation of the academic hospital at the I.K. Akhunbaev KSMA” thereby accepting the offer of a private partner - SCL Healthcare.

 

         At this stage, KSMA is considering a proposal for the private initiation of the project of the private company “Seoul Clinical Laboratories (SCL)”.
